Pasig, Metro Manila, Philippines — November 29, 2024 — Terra Solar Philippines, Inc. (TSPI) officially signs an Engineering, Procurement, and Construction (EPC) contract with the Power Construction Corporation of China Ltd. along with its affiliates (Power China). Awarding the EPC contract marks another significant milestone in building the world’s largest integrated solar photovoltaic (PV) and battery facility, which firmly positions the Philippines as one of the leaders of renewable energy development.
Power China is a globally recognized leader in the field of planning, design, and construction of electric power infrastructure with presence across Africa, Asia, and Europe. Their track record includes the delivery of complex and large-scale infrastructure projects, such as the 540MW Kauswagan Coal-Fired Power Plant, 1,320MW Dinginin Coal-Fired Power Plant, and the Dumanjug Converter Station of the Visayas-Mindanao Interconnection Project, among others. Their expertise has been pivotal in advancing the energy sector in the Philippines.
The partnership with Power China underscores TSPI’s commitment to deliver MTerra Solar efficiently, safely, and on-time. Power China and its affiliates will oversee procurement, design, engineering, permitting, manufacturing, testing, logistics, and on-site delivery of materials related to the project execution.
The agreement covers warranty, defect resolution, and the implementation of operational and maintenance protocols to ensure long-term reliability and success of the MTerra Solar Project. Power China will handle the development of the Project’s East section, which spans approximately 1,505 hectares. This area includes Brgy. Makabaklay in Gapan, Brgy. Pias in General Tinio, and Brgy. Callos in Peñaranda, all located in Nueva Ecija. This section accounts for 1,050 MWp of the total capacity of the MTerra Solar Project.

TSPI, a subsidiary of Solar Philippines New Energy Corporation (SPNEC), is constructing a 3,500 MWp solar power plant paired with a 4,500 MWhr battery energy storage system in Central Luzon which is estimated to provide clean energy to more than two million households. MGEN Renewable Energy Inc. (MGreen), the renewable energy arm of Meralco PowerGen Corporation (MGEN), holds a controlling stake in SPNEC.
Recently, MTerra Solar broke ground at its Gapan, Nueva Ecija site marking a significant milestone in the development of the world’s largest integrated solar and battery storage facility. By combining variable renewable energy from solar with advanced battery system, MTerra Solar will provide 850 MW of mid-merit, clean, and sustainable energy, making it competitive with conventional power plants.
